The 13th National Congress of the All-China Federation of Industry and Commerce opened in Beijing on December 11. Li Qiang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, attended the opening ceremony and delivered a congratulatory message on behalf of the CPC Central Committee and the State Council. Also attending the opening ceremony were Shi Taifeng, member of the Political Bureau of the CPC Central Committee and head of the United Front Work Department of the CPC Central Committee; Liu He, Vice Premier of the State Council, member of the Party Leadership Group, and Director of the Office of the Central Financial and Economic Leading Group; Shen Yueyue, Vice Chairperson of the Standing Committee of the National People's Congress and President of the All-China Women's Federation; and Ma Biao, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference.

The congratulatory message pointed out that since the 19th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at its core has upheld the principle of “two unwavering commitments,” introduced a series of reform measures to support the development of the private economy, and continuously created a favorable environment for its growth. As a result, the scale and strength of China’s private economy have significantly increased, playing an irreplaceable and vital role in promoting development, boosting employment, improving people’s livelihoods, fostering innovation, deepening reform, and expanding opening-up. Federation of Industry and Commerce at all levels have made outstanding contributions. The message called upon the new leadership body and leading team of the All-China Federation of Industry and Commerce to demonstrate a high sense of political responsibility and a spirit of reform and innovation, remain confident, work diligently, and strive vigorously to continuously open up new prospects for the development of the Federation.
At the meeting, Hao Mingjin, Vice Chairman of the Standing Committee of the National People's Congress and Chairman of the Central Committee of the China Association for Promoting Democracy, delivered a congratulatory message on behalf of the central committees of various democratic parties. Jiang Guangping, Vice Chairman of the All-China Federation of Trade Unions and Secretary of the Secretariat, delivered a congratulatory message on behalf of various people’s organizations.
Gao Yunlong, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference and Chairman of the All-China Federation of Industry and Commerce, delivered a work report on behalf of the 12th Executive Committee of the ACFC. After comprehensively reviewing the ACFC’s work over the past five years, the report pointed out that the ACFC must fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply study and carry out the spirit of the 20th National Congress of the Communist Party of China, and earnestly implement the guiding principles of the Central Conference on United Front Work. Focusing on the theme of promoting “two healthy developments,” the ACFC should fully leverage its guiding role in the ideological and political development of private economic actors and its service role in the reform and development of private enterprises, thus driving high-quality development of the private economy. It should actively encourage private economic actors to set exemplary standards by being patriotic and dedicated, operating lawfully, pursuing entrepreneurship and innovation, and giving back to society—thus becoming qualified builders of the cause of socialism with Chinese characteristics and making new and greater contributions to fully building a modern socialist country and realizing the great rejuvenation of the Chinese nation.
The Congress reviewed and adopted the “Articles of Association (Amendment) of the All-China Federation of Industry and Commerce,” and elected the 13th Executive Committee of the All-China Federation of Industry and Commerce. Liu Jiangming, a member of the Standing Committee (Vice Chairman) of the Guizhou Provincial Federation of Industry and Commerce and Chairman of Zijing Ancient Town Cultural Tourism Development Co., Ltd. of Guizhou Province, attended the Congress and was elected as a member of the National Executive Committee of the All-China Federation of Industry and Commerce.
